• DA Administrative Order No. 9, Series of 2010 – Rules and Regulations Governing the Importation of Agricultural and Fish and Fishery/Aquatic Products, Fertilizers, Pesticides and Other Agricultural Chemicals, Veterinary Drugs and Biological Products into the Philippines

Permits, Clearances, Certifications

• Sanitary and Phytosanitary Import Clearance (SPS) from Bureau of Animal Industry (BAI)
• Tagged electronic Request for Inspection (eRFI) from BAI

Requirements & Procedures

Documentary Requirements

Bureau of Animal Industry

• Letter of intent to import addressed to BAI Director
• Certification per purpose (i.e. as race horse, riding horse, polo horse, work horse):
1. Race Horse- certification from Stud Book and Animal registry Division (SBARD) and Philippine Racing Commission
2. Riding Horse- bonafide owner of an accredited riding school or member of a recognized riding club in the Philippines
3. Polo Horse- member of accredited and duly registered Polo Club in the Philippines;
4. Work Horse- proof of actual need of the horse
• Inspection of Quarantine Site by NVQS
• Permit is good for two (2) months

2. BAI – Country/Zone Product Clearance
3. BAI – Certification per purpose of the Horse
4. BAI – SPS Import Clearance
5. BAI – 60 Day Must Ship Out Date
6. BAI – Inspection at the Port of Entry
7. BAI – 30 Day On-Farm Quarantine Area (Live Animals)
