Documentary Requirements
PRE-IMPORTATION / EXPORTATION REQUIREMENT
- Valid PDEA License
- Valid Import / Special / Export Permit

- DDB Resolution on Exemption of subject product from Permit requirements
Procedures
Philippine Drug Enforcement Agency
- Submission of commercial invoice to the appropriate evaluating department / end user by the supplier
- Verification of commercial invoice by evaluating department
- Endorsement of commercial invoice and the following documents to responsible department, Procurement and Property Department, for the processing of tax exemption, to wit:
- Shipment request clearance and approval form or memorandum endorsing availment of tax free privilege
- Certification of evaluation
- Receipt of the Waybill or Bill of Lading from the Supplier / Broker
- Submission of the following documents to the Bureau of Customs (BOC) and Department of Finance (DOF):
- Exemption letter addressed to the Department of Finance (DOF)
- Affidavit of End Use
- Authorization of the assigned broker to deal with DOF and the Bureau of Customs (BOC) relative to the shipment
- Authorization of the assigned broker to pick up the original Air Waybill or Bill of Lading from the forwarder
- Container guarantee issued to the shipping line (in case the shipment is loaded in the container, to be delivered at site)
- Upon submission of the following documents by the assigned broker, PAGCOR issues payment slip for payment of the Import Processing Fee (IPF), :
- BOC assessment notice
- 1st and 2nd endorsement of DOF approval
- Duly accomplished BOC entry and Internal Revenue Declaration Form
- Assigned broker processes the release of shipment at BOC and delivers shipment to the intended site
- Inspection / Inventory of shipment is undertaken by PAGCOR together with the representative from COA prior to acceptance of goods
