Documentary Requirements
- Please be informed that issuance of IMPORT PERMIT for the above commodity is currently ON HOLD pending further review by the NCCA. EXPORT PERMIT FOR CULTURAL PROPERTIES REQUIREMENTS AND PROCESS
I. OVERVIEW
The Permits and Licensing Section (PLS) of the Cultural Properties Regulation Division is in charge of issuing export permits and licenses for dealers of cultural properties in compliance with RA 10066 or the National Cultural Heritage Act of 2009 as retained in RA 11961 and the RA 4846 or the Cultural Properties Preservation and Protection Act.
In accordance with Section 30 of Republic Act 11333 or the "National Museum of the Philippines Act", the regulatory functions of the National Museum of the Philippines (NMP) shall be transferred to the National Commission for Culture and the Arts (NCCA). The transferred regulatory functions include the issuance of Export Permits for cultural properties to be exported/shipped overseas.
In view of the transfer, the NCCA has drafted and adopted the “Guidelines Governing the Export of Cultural Properties from the Philippines” for the implementation of the issuance of export permits for cultural properties.
The following are the current types of export permits being issued by the NCCA:
II. DOCUMENTARY REQUIREMENTS FOR SUBMISSION
A. GENERAL REQUIREMENTS
- Letter of Intent addressed to the NCCA Executive Director, Dr. Eric B. Zerrudo
- Accomplished and Notarized Application Form for Export Permit
- Letter of Agreement between the Exporting and Receiving Parties
- ONE OF THE FOLLOWING: Photocopy/ies of sales invoice / Notarized Affidavit of Ownership / Certificate of Authenticity from the Artist
- Notarized Special Power of Attorney
- Colored photograph of EACH item to be exported
*If the applicant is acting as an agent or representative for the artist or owner of the object
*Digital pictures in JPG format not attached to a PDF or Word file
- ALL general requirements
- Certificate of Registration of the cultural properties to be exported previously issued by the NMP or by NCCA
- Submission of requirements
- The client must book a schedule through the PLS Pick-up Appointment System and pay the required fees at the CPRD Office at the Metropolitan Theater after the receipt of the notice of release.
- The client fills out the CPRD Client Survey Form and the acknowledgement receipt

3. NCCA Board Resolution granting the petition to lift the presumption of Important Cultural Property if the items for permanent
export are works of National Artists and/or Gawad sa Manlilikha ng Bayan (GAMABA)
