DTI fully launches PNTR

The Department of Trade and Industry (DTI) launched the Philippine National Trade Repository (PNTR) on 1 August 2017 at One Global Place, Bonifacio Global City, Taguig City.

Present during the launch were representatives from Trade Regulatory Government Agencies (TRGAs) as the Department of Agriculture (DA), Department of Energy (DOE), and Department of Environment and Natural Resources (DENR), among others. The private sector, select importers and partner agencies were also represented during the event.

Gracing the event were DTI- Industry Development and Trade Policy Group (IDTPG) Undersecretary Ceferino S. Rodolfo, DTI-Trade and Investments Promotion Group (TIPG) Undersecretary Nora K. Terrado, United States Agency for International Development- Trade Related Assistance for Development (USAID-TRADE) Chief of Party Cielito F. Habito, European Union (EU) Delegation to the Philippines Trade Affairs Officer Rose Ann A. Pamittan and World Bank-International Finance Corporation (WB-IFC) Head Terrence Chapman.

PNTR, accessible through http://pntr.gov.ph, is an online portal containing consolidated comprehensive, accurate and up-to- date information on trade-related matters. This trade facilitation initiative was developed through DTI’s partnership with the said TRGAs, WB-IFC, USAID, the Association of Southeast Asian Nations (ASEAN) Regional Integration Supported by the European Union (EU-ARISE) and the Canadian government.

“The PNTR will benefit our country’s entrepreneurs since it consolidates regulations and procedures administered by different government agencies in just one portal. It makes the regulations transparent and contributes to the ease of doing business in the country,”Rodolfo stressed.

PNTR aims to provide a more transparent business environment by providing easy access to timely trade information, thus reducing time and costs in trade transactions. “They say, knowledge is power. And that’s what PNTR gives. It provides knowledge to those who need it the most, in this case, trade information to entrepreneurs,” said USAID TRADE Chief of Party Cielito F. Habito.

WB-IFC Operations Officer Roberto Martin N. Galang gave an overview of the portal, particularly the sections on tariff nomenclature, Most-Favored Nation (MFN) tariffs and Rules of Origin (ROO) or the criteria used to determine the national source of a certain commodity. He noted that some of the sections of the site are still under development and TRGAs need to update their respective information should there be any changes.

The launch highlighted the signing of the Memorandum of Agreement (MOA) between DTI and the Philippine Tariff Commission (TC), represented by Bureau of Import Services (BIS) Director Luis M. Catibayan and TC Chairperson Marilou P. Mendoza, respectively. The MOA aims to ensure timely sharing of information, such as updates on tariff schedules and changes in documentary requirements, between the two agencies for an updated and accurate PNTR.

BIS heads an inter-agency AdHoc Technical Working Group on PNTR (TWG-PNTR) under the Committee on ASEAN Economic Community (CAEC), which was created in 2015, with 53 TRGAs and Trade Policy Related Agencies as members.

PNTR was initially launched last 31 October 2015 to introduce stakeholders to the concept of a trade repository. Its establishment is a commitment of the Philippines to the ASEAN Trade in Goods Agreement (ATIGA) which mandates all member states to build their respective trade repositories to be linked to the ASEAN Trade Repository, accessible through http://atr.asean.org. It likewise complies with World Trade Organization Agreement on Trade Facilitation (WTO-ATF)) on publishing and providing readily-available information on imports and exports across the globe.

DTI, ARISE train regulatory agencies on ATR

The Department of Trade and Industry (DTI), in collaboration with the Association of Southeast Asian Nations (ASEAN) Regional Integration Supported by European Union (ARISE), held a three-day national workshop on the process of non-tariff measures (NTM) identification, classification and upload on trade repositories. This was held on 22-24 March 2017 at the City Garden Grand Hotel, Makati City.

Initiated by the DTI-Bureau of Import Services (BIS), the workshop aimed to revisit key concepts, guidelines and processes for uploading trade-related information on the Philippine National Trade Repository (PNTR), particularly data related to NTMs. NTMs are policy measures which can affect international trade of goods.

“Though PNTR can easily be viewed live, there are still a number of elements that need to be enhanced,” DTI-BIS Director Luis M. Catibayan explained.

The workshop also intends to provide trade regulatory agency officials in the country with practical knowledge on web-linking the contents of the PNTR to the ASEAN Trade Repository (ATR).

“This is important to promote greater transparency on rules and regulations related to trade,” ARISE Institutional Strengthening Expert Paolo R. Vergano said.

Representatives from DTI and non-DTI agencies attended the workshop. These include DTI bureaus/ offices namely, the Bureau of Philippine Standards (BPS) and Fair Trade Enforcement Bureau (FTEB) as well as other agencies such as the Bureau of Animal Industry (BAI), Bureau of Plant Industry (BPI), National Meat Inspection Services (NMIS), Food and Drugs Administration (FDA), Sugar Regulatory Administration (SRA), Optical Media Board (OMB), Maritime Industry Authority (MARINA) and Civil Aviation Authority of the Philippines (CAAP), among others.

Experts from several government and non-government institutions shared their knowledge on different topics:

  • Mr. Paolo R. Vergano facilitated the training on ATR, PNTR and NTM Identification and Classification Disciplines;
  • Director Luis Catibayan tackled the PNTR, particularly its development and its current collection;
  • Manila International Container Port District Collector Vincent Phillip C. Maronilla briefed the participants on the Customs Regulated Import List (CRIL).
  • To conclude the three-day workshop, the agencies laid down their concerns and current needs of the PNTR Technical Working Group to identify the additional assistance to be provided by ARISE.

The PNTR is an online portal which contains comprehensive and updated information on trade related matters. It was established as part of the country’s commitment to the ASEAN Trade In Goods Agreement (ATIGA). An Ad-Hoc Technical Working Group headed by BIS set-up and maintains the portal, accessible through http://pntr.gov.ph

ATR is the region-wide version of the online portal, which consolidates trade-related information from all member countries.

ARISE is a technical cooperation facility that supports the implementation of key initiatives under ASEAN integration.

National Workshop on Asean Trade Repository (ATR)/National Trade Repository (NTR)/Non-Tariff Measures (NTMs)

The 1-day Workshop for member-agencies of the Ad-Hoc Technical Working Group on PNTR (Ad-Hoc TWG-PNTR) focus on Non-Tariff Measures (NTMs) identification, classification and notification for purposes of populating the Philippine National Trade Repository (PNTR) and web-linking it to the ATR. The participants were introduced to the United Nations Centre for Trade and Development (UNCTAD) NTMs Classification. An integral part of the Workshop is the use of simulations with fictional cases to train the participants in properly classifying NTMs.

Like the previous Workshop last September 18-19, 2014, the training is part of the European Union-ASEAN Regional Integration Supported by EU (EU-ARISE) programs to assist and promote the institutionalization and operations of national trade repositories.

Regional Workshop on the Asean Trade Repository Interface

Atty. Sherwin Prose C. Castañeda, Ms. Semiramis G. Billones and Ms. Ma. Rosario C. Mendoza of the Bureau of Import Services and Secretariat of the Ad-Hoc Technical Working Group on the Philippine National Trade Repository (Ad-Hoc TWG-PNTR) participated in the Regional Workshop on the ASEAN Trade Repository Interface held in Bangkok, Thailand last March 10, 2015. The Activity is was organized by the European Union-ASEAN Regional Integration Supported by EU (EU-ARISE) based in Jakarta, Indonesia.

Technical Experts from EU-ARISE lead by Mr. Paolo R. Vergano presented to the participants the proposed Asean Trade Repository (ATR) Portal. Each National Repositories of the ten (10) ASEAN Member States are required to link with the ATR. The whole day event is devoted to conducting simulation exercise to link the information of the National Trade Repositories (NTRs) to the ATR.

2-Day National Workshop on Asean Trade Repository (ATR)/National Trade Repository (NTR)/Non-Tariff Measures (NTMs) and Notification Procedures under the ASEAN Trade in Goods Agreement (ATIGA)

The European Union-ASEAN Regional Integration Supported by EU (EU-ARISE) sponsored and conducted a workshop for the member-agencies of the Ad-Hoc Technical Working Group on the Philippine National Trade Repository (Ad-Hoc TWG-PNTR) last September 18-19, 2014. The Workshop held at Crown Plaza Hotel, Pasig City, Manila was attended by more than 80 participants from the 50 agencies comprising the Working Group.

The Activity is part of the EU-ARISE programs to assist and promote the institutionalization and operations of national trade repositories of ASEAN Member States (AMS).

Regional Workshop on ASEAN Trade Repository (ATR)/National Trade Repository (NTR) and Notification Procedures under the ASEAN Trade in Goods Agreement (ATIGA)

A regional workshop on ASEAN Trade Repository (ATR)/National Trade Repository (NTR) and notification procedures under the ASEAN Trade in Goods Agreement (ATIGA) was held in May 6, 2014 in Jakarta, Indonesia. The training is provided a venue for competent authorities in the ASEAN Region to discuss the technical solutions in relation to the functioning of the ATR/NTR and the notification procedure under the ATIGA.

The Workshop was attended by officials responsible in setting-up national trade repositories. European Union-ASEAN Regional Integration Support by the European Union (EU-ARISE) in collaboration with the ASEAN Secretariat supported the Activity.

Ms. Cheska Denise C. Enriquez and Atty. Sherwin Prose C. Castañeda of the Bureau of International Trade Relations (BITR) and of the Bureau of Import Services respectively attended the Workshop. BITR and BIS are member-agencies of the Ad-Hoc Technical Working Group on the Philippine National Trade Repository (Ad-Hoc TWG-PNTR).
