Certificate of Authority to Import

Documentary Requirements Procedure Lead Time Processing Fee
  1. 1. Must be registered with the Board of Investments - MVDP
  2. 2. Letter of request to BOI for the intent to use the Electronic Certificate of Authority to import (ECAI) System
  3. 3. Submissions of BOM (List of Importables)
  1. 1.Firm provides a letter of request to BOI for the use of Electronic Certificate of Authority to Import System*
  2. 2. Submits complete list of importables to be uploaded to the database for classification*
  3. 3. List of Importables is then refered to Industry Association for confirmation*
  4. 4. BOI tags importable items listed based on system classification and confirmation from industry association.*
  5. 5. Firm provides advance payment*
  6. 6. Applies for Certificate of Authority to Import (CAI) online anytime for approved list of parts and components
  7. 7. Online verification and approval of CAI
  8. 8. Issuance of approved CAI online
  9. *Initial application only

All details in the signed CAI will be covered in system generated except that the security sticker will be replaced with a barcode and the signature will be replaced by an electronic signature.

Capital Equipment, Spare Parts and Accessories (under E.O. No. 70 - Duty-Free Importation of Capital Equipment)

Legal Basis is given to the Board of Investments to regulate this commodity via Executive Order No. 70 (Duty-Free Importation of Capital Equipment).

Certificate of Authority to Import

Documentary Requirements Procedure Lead Time Processing Fee
  1. 1. Application Form
  2. 2. Proforma invoice/quotation of the equipment to be imported.
  1. 1. Submits application for checklisting
  2. 2. IS staff determines completeness of documents and applicants’s compliance w/ the term’s conditions of registration.
  3. 3. Applicant pays filing fee & Records Section officially accepts & logs-in application, then forward it to IS
  4. 4. Logs-in application & transmit to DC
  5. 5. Assigns application to staff
  6. 6. Evaluates application, drafts evaluation Report & submit to DC
  7. 7. Review application and evaluation report & initial to CA
  8. 8. & 9 Signs CA and forwards it to ID staff for presentation to the Board for confirmation
  9. 10. Present to the Board for confirmation.
  10. 11. Release CA upon applicant’s submission of Performance Bond or other forms of guarantee & payment of issuance fee

The Certificate of Authority under E.O No. 70 shall be valid for one (1) year from date of issuance and if the item is not ordered during the effectivity of the certificate, it shall not be cleared for zero duty rate.

  12. 13. The firm files an import entry declaration with the Bureau of Customs (BOC) supported by Commercial Invoice, Bill of Lading, BOI CA, and other documents as required by the BOC upon release of the DOF’s endorsement.

The Certificate of Authority under R.A. 9513 shall be valid for six (6) months from date of issuance and if the item is not ordered during the effectivity of the certificate, it shall not be cleared for zero duty rate.
